In order to implement “The twelfth five-year plan for the national drug safety”, focusing on the practice of scientific supervision idea and investigation spirit. From September 25th-26th in 2012, the third session nationwide medicine packaging material inspection work seminar sponsored by the packaging materials and pharmaceutical raw materials verification office of China’s food and drug test institute was held in Wuhan. The department heads from State Food and Drug Administration (Hereinafter referred to as SFDA), China’s Food and Drug Test Institute, China National Pharmaceutical Packaging Association and more than 80 representatives from the drug control institutes, medicine packaging material inspection institutes across the country had attended this seminar.
Chief of the registration department of the state council Yang Sheng, Deputy Director of Hubei province food and drug administration Jin Yong, Vice President of China’s food and drug test institute Wang Yunhe, President of China National Pharmaceutical Packaging Association Feng Guoping had attended the opening ceremony.
This seminar was hosted by the Deputy Director of Sun Huimin. Deputy Director of Hubei province food and drug administration Jin Yong first expressed sincere and enthusiastic welcome towards the arrival of the delegates, and also introduced the work of Bureau of Hubei Province on medicine packaging material supervision. Chief of the drug registration department of the state council Yang Sheng reviewed the achievement of medicine packaging material registration supervision work, gave good comments on the work of China’s food and drug test institute on in medicine packaging material inspection and supervision, and looked into the situation and main task the medicine packaging material supervision work was facing, as well as put forward the requirements and working objectives from 6 aspects of perfecting medicine packaging material standard, enhancing the inspection and detection ability of medical packaging material, carrying out informationization work and laboratory contrast and building experts team of medicine packaging material.
Vice president of China’s food and drug test institute made an important speech. Based on the experiences and achievements accumulated in recent years’ medicine packaging material work, he stressed that the medicine packaging material is of the same importance with medicine, so the medicine packaging material inspection work should be given more attention. He put forward that medicine packaging material standard, lab quality guarantee system, infrastructure construction, scientific research work is the strong commitment for the rapid and sound development of medicine packaging material inspection, and stated his own suggestions on bringing about a new situation for the medicine packaging material work. He also stated that the promotion of healthy development of the domestic medicine packaging material industry should be backed by scientific inspection spirit, through administrative and technical supervision which provides technical support and guidance to enterprises. He demanded the packaging materials and pharmaceutical raw materials verification office of China’s food and drug test institute play an active leading role to increase the overall function, forming the national level of medicine packaging material technical team, and making contributions to the safety of people’s medicine use.
Chief of China National Pharmaceutical Packaging Association gave good comments on the development of medicine packaging material industry in the recent years, at the same time about the development of medicine packaging material during the twelfth five-year, he made some demands on speeding up developing high quality new type packing material and constantly improving standard system.
Deputy Director of the packaging materials and pharmaceutical raw materials verification office Sun Huimin gave an introduction about the next working plan and assumption of medicine packaging material inspection, anylized the present state of current medicine packaging material industry, proposed to further strengthen lab system construction, conduct multi-level technical seminars, and research and discuss medicine packaging material and new problems found during technical evaluation.
During the seminar, Hubei province food and drug supervision and inspection institute, Shanghai food and drug packaging material testing office, the medicine material research and inspection center of State Food and Drug Administration, Jinan medicine packaging material inspection center of State Food and Drug Administration, Zhejiang province food and drug inspection office etc., total 9 medicine packaging material inspection organizations had communications based on the experience of medicine packaging material inspection work. The representative attendees from inspection organizations of all provinces discussed in detail the problems which the present medicine packaging material inspection office is facing, making preparation for the next work on medicine packaging material, and making it clear the right direction.
Deputy director of the national statistics method technical committee sampling branch Yu Shanqi, deputy director of Shanghai food and drug packaging material testing office, professor of Beijing Polytechnic University Tian Yingliang, technical manager of German Polycine GmbH liao Chenfeng, Director of the packaging materials and pharmaceutical raw materials verification office of China’s food and drug test institute, deputy director Zhaoxia, senior engineer He Ruiling and other experts in the field of medicine packaging material made lectures and academic exchanges on topics of sampling counting plans, packaging material extraction and removal, multi-cellular bags technical requirements, registration evaluation relevant requirements, medicine packaging material standard revision and 2011 Glass ampoule sampling work summary, and received warm response.
This seminar gained the expected results, and laid a good foundation for better fulfilling scientific inspection spirit, playing the leading role of the packaging materials and pharmaceutical raw materials verification office of China’s food and drug test institute, further improving the ability and level of the national medicine packaging material inspection organization, doing well technical support.
